Reports of non-compliance
Authorised Officers do not issue infringement notices – that is the role of the Department of Transport (DoT).
Authorised Officers write reports about alleged offences, for example, where a passenger travels without a valid ticket, cannot produce a ticket on request, or has placed their feet on a seat. These reports are called 'Reports of Non-Compliance'. DoT considers each Report of Non-Compliance and determines if an infringement notice should be issued.
While Authorised Officer are generally required to report all alleged offences, they have discretion not to report an offence, or take any other official action in some circumstances. Situations where an Authorised Officer may consider exercising discretion not to report or take official action include, but are not limited to, interactions involving:
- People with a disability
- Elderly or very young people
- People who have English as a second language
- People from interstate or who are not local.
