The Public Transport Ombudsman (PTO) has a team of dedicated and skilled staff who work under the leadership of the Ombudsman and Deputy Ombudsman. Our Dispute Resolution Team includes Case Officers (who are the first point of contact when people make a complaint), Conciliators (who handle and investigate complaints) and a Team Leader. The PTO also has a small administrative and governance support team and staff who specialise in communications, community engagement and systemic issues.

Public Transport Ombudsman
Ann Jorgensen is Victoria’s Public Transport Ombudsman. She joined the Public Transport Ombudsman (PTO) as Deputy Ombudsman in December 2021 and was appointed Ombudsman in December 2023. Ann lives in Melbourne’s inner north and is a regular tram and train user.

Deputy Public Transport Ombudsman
Adam Boyce is Deputy Ombudsman. He joined the Public Transport Ombudsman (PTO) in March 2024, bringing with him 20 years expertise and leadership experience in alternative dispute resolution (ADR) and investigations in the government and higher education sectors.
The Public Transport Ombudsman (PTO) Scheme is governed by a Board of Directors with seven members: an Independent Chairperson, three Industry Directors and three Consumer Directors.
Consumer Directors are appointed to represent the interests of public transport users. Industry Directors are appointed from one of five PTO scheme member organisations on a rotating basis (the Department of Transport and Planning: Metro Trains; V/Line; Yarra Trams; Bus Association of Victoria).
